This page is our commitment to you: a curated, trusted list of free and low-barrier community services and organizations available to children, youth, and families across Waterloo Region. Our goal is simple: to help you find the support you need, ensuring your child’s growth and well-being is always within reach.

🌱 EarlyON Child and Family Centres:

EarlyON Centres offer free drop-in programs for parents, caregivers, and children from birth to age 6. Families can play, learn, and connect with early childhood educators in a welcoming, inclusive space.

💳 PAL Card (Personal Attendant for Leisure):

The PAL Card allows people with disabilities to bring a support person to participating recreational facilities free of charge. It helps families and individuals access leisure and recreation opportunities without added financial barriers.

📞 Here 24/7:

Free, confidential, 24-hour support for children, youth, and families across Waterloo Region. They provide crisis support, mental health guidance, and referrals to local resources.

📱 Kids Help Phone:

Free, confidential, 24/7 support for children, teens, and young adults across Canada through phone, text, or online chat.

💬 Front Door: Access to Child and Youth Mental Health Services:

Helps families in Waterloo Region connect to free mental health and behaviour support for children and youth up to age 18. Guidance is available without a referral.

💜 OK2BME (Camino Wellbeing + Mental Health):

Offers support and resources for 2SLGBTQIA+ children, teens, and families. Provides counselling, education, and inclusive programs.

♾️ AccessOAP & Developmental Services Ontario (DSO):

Families of children with developmental differences or autism can register through AccessOAP (for autism services) or Developmental Services Ontario (for adult transition supports). These programs connect families to funding, respite, and specialized services.

🤝 Extend-A-Family Waterloo Region:

Provides inclusive programs, social opportunities, and family support for children, youth, and adults with developmental differences.

🧸 Sunbeam Community & Developmental Services:

Offers a range of free and low-cost programs for children, youth, and families.

🤝 Waterloo Region Family Network (WRFN):

Supports families of children and youth with developmental needs or disabilities through peer mentorship, advocacy, and transition supports.

💙 KidsAbility Centre for Child Development:

KidsAbility offers publicly funded services for children and youth with developmental, communication, and physical needs (eligibility criteria apply).

  • Community Resource Centre: Open to all families, where you can borrow books, toys, games, and AAC devices—even if your child is not a client. Families can also access and use Boardmaker through the Resource Centre, and KidsAbility offers free caregiver workshops on this symbol-based program used to create visual schedules, communication boards, and other supports that help children understand routines and communicate.
  • Augmentative Communication Services (ACS): The designated regional centre for supporting children and youth with complex communication needs who may benefit from high-tech AAC (referral is required).

🎒 Sensory Backpacks — Free to Borrow at City Facilities:

These backpacks are a wonderful tool for people who may experience sensory sensitivities when visiting public spaces. You can sign one out free of charge for use within the facility during your visit.

  • What’s Inside: Noise-cancelling headphones, sunglasses, fidget tools, drawing pad, chair band, communication supports (Picture Exchange Communication System – PECS), and timer.
  • Where: Available at several City of Waterloo locations (Albert McCormick Community Centre, RIM Park, Waterloo Memorial Recreation Complex & Community Pavilion, City of Waterloo Museum, Waterloo City Centre).
  • Focus: Sensory accessibility, inclusion, public comfort.

🌈 SPECTRUM Waterloo Region’s Rainbow Community Space:

Provides a welcoming space and free programs for members of the 2SLGBTQIA+ community. Offers peer groups, social events, and education to promote belonging and connection.

🏡 Family Compass Waterloo Region:

An online hub where families can find local, free, and low-barrier services, including developmental supports, parenting resources, and mental health programs.

  • Please note: As of December 2023, the Family Compass website is temporarily offline while updates are being made to improve accessibility and meet AODA compliance standards.
